Human capital is the value of knowledge, skills, ability, creativity, and talent of people. Places with high levels of human capital tend to be leaders in innovation and have a high standard of living. This high standard of living is maintained by attracting, growing, and retaining a talented workforce. How have Region Nine’s counties succeeded in generating and maintaining human capital, and how could the region improve?
