Request for Proposal: Economic Resilience Planner
Region Nine Development Commission is soliciting proposals for an Economic Resilience Planner to provide support to Region Nine to complete the economic resiliency plan for the City of Madelia, Minnesota. The economic resiliency plan will include data analysis and gathering, survey drafting and dissemination, funding and grant research, and development of the planning document. Ultimately the economic resiliency plan will create recommended actions to diversify the City of Madelia’s economy and allow it to prosper and grow through business retention, recruitment and job creation.
The selected economic resilience planner will be responsible for assisting Region Nine staff with data gathering and analysis, survey drafting and dissemination, funding and grant research, development of the planning document and ensure completion of all tasks no later than December 31, 2018. The contract will be administered by Region Nine.
The issuance of this Request for Proposal (RFP) constitutes only an invitation to submit proposals to Region Nine. It is not to be construed as an official request for bids, but as a means by which Region Nine can acquire information related to the purchase of services. Any proposal submitted as provided herein constitutes a potential invitation to negotiate and IS NOT A BID.
Region Nine reserves the right to determine, in their sole and absolute discretion, whether any aspect of the proposal satisfactorily meets the criteria established in this RFP, the right to seek clarification from any Proposer(s), the right to negotiate with any Proposer(s) whether or not they submitted a proposal, the right to reject any or all proposals with or without cause, and the right to cancel and/or amend, in part or entirely, the RFP.
The RFP does not commit Region Nine either to award a contract or to pay for any costs incurred in the preparation of a proposal. Submission of a proposal as provided herein shall neither obligate nor entitle a prospective Proposer to enter into an agreement with Region Nine.
Each Proposer must submit one (1) original copy of the proposal.
Each Proposer shall also supply one (1) electronic copies of the proposal in .pdf format.

For proposal content specifications please go to www.rndc.org. Proposals submitted by facsimile will not be accepted. Proposals will be opened and examined by Region Nine’s Executive Director and community development staff after the June 28, 2017 deadline.
Region Nine is not responsible for delays or losses caused by the U.S. Postal Service or any other carrier or delivery service. Region Nine has published the request for proposal via it’s website and as a separate notice as part of Region Nine’s regular board of director’s meeting. Region Nine reserves the right to accept proposals after the date specified above.
